Could you try the following steps on the problematic computer and report back with the results?

The issue is very likely caused by that the TLS 1.2 protocol is not enabled on the computer in question.

- Make sure that all Windows updates are installed
- After installing the updates download the IIS Crypto GUI tool from:

https://www.nartac.com/Products/IISCrypto/Download

- Install IIS Crypto GUI
- Open IIS Crypto GUI
- Enable the TLS 1.2 protocol, basically we would suggest to press the Best Practices button which will enable a set of protocols
- Tick the Reboot checkbox
- Click on the Apply button, the computer should reboot automatically (if it is not rebooted automatically, please reboot it manually)

After rebooting the computer open memoQ 9.0 and try again connecting to the memoQ server/downloading the CAL license.
